Remarks of Spokesperson of the Chinese Embassy in Latvia on China-related content of the 2021 Annual Report of the Constitutional Protection Bureau of Latvia

We have noted in the 2021 annual report of the Constitutional Protection Bureau of Latvia claiming that China has particularly high cyber capabilities and pose a serious threat to the Western security. Until now, cyber-attacks on supply chains have been more frequently linked to China. These claims are groundless and irresponsible.

We reaffirm that China always firmly opposes and combats with all forms of cyber attacks in accordance with the law. This position is consistent and clear. China is a staunch defender of cyber security and is one of the major targets and victims in global cyber attacks.

Cyber security is a global issue and a common challenge faced by all countries, requiring joint efforts from all parties. Groundless speculation and even smear attacks will not help resolve cyber security issues, but undermine mutual trust among countries and impede normal cooperation in this field. China has proposed the Global Initiative on Data Security, which explicitly calls on all countries to stand against ICT activities that impair or steal important data of other States’ critical infrastructure. We hope that all parties are committed to promoting international cooperation on cyber security, jointly combating cyber attacks and creating a peaceful, secure, open and cooperative cyberspace on the basis of mutual respect, equal treatment and mutual trust.
